Wyre Forest District Council is increasing fines for littering, fly-tipping and breaches of anti-social behaviour orders from Tuesday 1 September 2026.
The minimum fine for littering will rise from £150 to £225 if paid within 14 days. Fly-tipping fines will operate on a sliding scale depending on severity and offence history, ranging from £500 to £2500 minimum if paid within 14 days, and £1000 to £5000 as maximum penalties.
The council is also pursuing higher fines for breaching Public Spaces Protection Orders (PSPOs) and Community Protection Notices. Once new legislation allows, the council wants to increase the maximum Fixed Penalty Notice for such breaches from £100 to £500.
Public consultation backs renewal of orders
The council is renewing its PSPOs across the district for a further three years following a public consultation. These orders cover dog control measures across Wyre Forest and alcohol control orders in parts of Bewdley, Kidderminster and Stourport-on-Severn.
Consultation results showed strong support. More than 89% of respondents backed powers requiring dog owners to pick up after their pets. More than 91% supported powers to tackle anti-social drinking.
Enforcement investment
Councillor Nathan Desmond, Cabinet Member for Operational Services, said: "Residents tell us time and again that they are fed up with the irresponsible and selfish behaviour of people who litter and dump waste in our communities. We are determined to take a tough approach and use every power available to us."
The council has recruited additional enforcement officers in recent years as part of its commitment to keeping neighbourhoods clean, safe and welcoming.
